Delivering Safe, Compliant, High-Quality Asbestos Remediation Under Difficult Conditions
When dealing with asbestos-contaminated sites — particularly those involving both friable and bonded asbestos in soil — the standards are stringent, the risks high, and the margin for error zero.
Perfect Contracting recently completed a major asbestos remediation package at Bonnyrigg Estate Stage 2 for JK Williams, with developer partner Traders in Purple. The outcome reinforced a simple truth: when regulation, environment, community and safety matter, we deliver.
Why Asbestos Soil Remediation Requires Absolute Professionalism
As outlined in the NSW Environment Protection Authority’s guidance Managing asbestos in or on soil, asbestos-contaminated fill — whether friable or bonded — must be managed under strict controls to protect workers, the public and the environment.
Key risks include:
- Potential fibre release when asbestos-containing material is disturbed
- Strict waste classification, tracking and disposal obligations
- Legal responsibility to protect workers, future residents and neighbouring communities
- Compliance with NSW planning, environmental and occupational health legislation
Given these obligations, any contractor undertaking asbestos-soil remediation must combine technical capability, rigorous systems and careful stakeholder management.
Bonnyrigg Stage 2 — Scope and Site Challenges
At Bonnyrigg Stage 2, Perfect Contracting was engaged to deliver the full remediation package prior to civil works and subdivision. The scope included:
- Excavation of asbestos-impacted fill containing friable fragments and bonded asbestos material
- Controlled removal under an EPA-aligned environmental remediation methodology
- Continuous air monitoring and oversight by an independent occupational hygienist
- Waste classification, transport and disposal to licensed facilities with full traceability
- Additional environmental controls and dewatering due to heavy rainfall and saturated ground
Key challenges on the project included:
- Highly variable fill composition requiring precise excavation and segregation
- Prolonged wet weather necessitating staged works and active dewatering
- Residential interface, demanding strict dust, noise, traffic and community controls
- Tight program requirements to allow JK Williams to commence civil works without delay
How We Managed Risk — Systems, Safety, Compliance and Communication
To manage these challenges, Perfect Contracting applied a robust and standardised remediation framework:
Asbestos Work Zones and Environmental Controls
Defined exclusion zones, wet suppression, decontamination units, traffic management, dust and erosion controls implemented in line with SafeWork NSW and EPA requirements.
Independent Hygiene Oversight and Air Monitoring
An external occupational hygienist provided continuous monitoring and clearance. The project recorded zero positive fibre results.
Waste Management and Disposal
All asbestos-impacted material was classified, tracked and disposed of at EPA-licensed facilities, with full documentation and traceability.
Dewatering and Weather Contingency Planning
Dewatering systems, staged excavation and flexible scheduling were implemented to manage saturated ground conditions without compromising safety or compliance.
Stakeholder and Community Care
Truck movements, noise and dust were tightly controlled, with proactive communication to protect surrounding residents and public areas.
Compliance with the Remedial Action Plan (RAP)
All works were completed in accordance with the RAP, NSW EPA contaminated-land guidance and site-auditor requirements.
The Outcome — Compliance, Safety and Programme Delivery
The results were clear and measurable:
- Zero safety or environmental incidents
- Zero positive air-monitoring results and full third-party hygiene clearance
- Complete waste traceability and lawful disposal
- Project delivered on time, enabling civil works to proceed without delay
- No community complaints or disruptions
- Positive client feedback highlighting professionalism, communication and safety culture
Why This Project Matters
Recent public incidents in NSW — including the closure of parks due to asbestos contamination in recycled materials — have reinforced how real and widespread asbestos risks remain.
Against this backdrop, developers, councils and contractors are increasingly seeking licensed, experienced and trusted remediation partners.
The Bonnyrigg Stage 2 project demonstrates that Perfect Contracting is among the few contractors in NSW capable of delivering comprehensive asbestos-soil remediation involving both friable and bonded asbestos — safely, compliantly and reliably.
What This Means for Future Projects
