Perfect Contracting was engaged by the John Holland Laing O’Rourke Joint Venture to deliver a complex package of demolition, partial demolition, hazardous materials management and enabling works across the Sydney Metro Southwest corridor.
The works formed part of the major conversion of the T3 Bankstown Line between Sydenham and Bankstown to modern metro standards.
Delivered across approximately 10 station environments, Perfect Contracting’s scope included significant demolition and platform excavation works at Bankstown Station, together with detailed partial demolition, remediation and enabling works at multiple locations throughout the corridor.
Operating within ageing rail infrastructure presented a combination of technical, environmental and logistical challenges. Works had to be carefully coordinated around retained station assets, existing rail infrastructure, restricted access areas and tightly controlled possession windows.
Legacy hazardous materials, including lead-based paint, lead dust and asbestos-containing materials, added another layer of complexity.
Over an 18-month delivery programme, Perfect Contracting demonstrated its capability to safely manage complex, multi-site rail infrastructure works where programme certainty, access management, environmental controls and coordination with Tier 1 delivery partners were critical.
Scope of Works
Perfect Contracting delivered a broad package of specialist demolition, remediation and enabling works across the Sydenham to Bankstown corridor.
The scope included:
- Partial demolition across multiple railway stations
- Major demolition works at Bankstown Station
- Platform excavation and removal of redundant station elements
- Controlled demolition around retained rail and station infrastructure
- Removal of general solid waste and restricted waste
- Lead paint and lead dust decontamination
- Asbestos-related demolition and remediation
- Removal and treatment of lead-painted structural elements
- Laser cleaning of lead-painted structural steel
- Scaffold construction and specialist access over rail lines
- Works undertaken during rail possession weekends
- Compact machine demolition using specialist attachments
- Manual demolition within restricted-access areas
- Waste segregation, classification and controlled load-out
- Progressive clearance and handover of completed work fronts
The nature of the project required considerably more than conventional demolition.
Many work areas involved controlled, staged removal around structures and assets that needed to remain in place. The team therefore had to continually adapt demolition methodologies, plant selection and access arrangements to suit the conditions of individual stations.
Delivering Across a Complex Rail Environment
Working across approximately 10 station environments required extensive coordination between Perfect Contracting, the Joint Venture, rail access teams, other subcontractors and multiple construction work fronts.
Conditions varied significantly between locations.
Access requirements changed as the broader project progressed, while possession windows created fixed periods in which particular activities had to be completed and work areas safely handed back.
Perfect Contracting had to manage:
- Multiple simultaneous and sequential work fronts
- Changing site and rail access requirements
- Restricted possession windows
- Existing and retained rail infrastructure
- Hazardous materials and contaminated structures
- Waste classification and disposal
- Scaffold and temporary access requirements
- Labour and specialist plant allocation
- Coordination with other project teams and subcontractors
- Progressive handover for follow-on trades
Maintaining consistent performance across an 18-month programme required strong project management, experienced site supervision and disciplined safety and operational systems.
Bankstown Station Demolition and Platform Excavation
Bankstown Station represented one of the most significant work fronts within Perfect Contracting’s package.
As part of the broader Sydney Metro Southwest programme, the station precinct is undergoing substantial transformation to support future metro operations and improve connectivity across the corridor.
Perfect Contracting supported these works by delivering demolition, excavation, material removal and enabling activities necessary to prepare areas for subsequent construction and infrastructure works.
The Bankstown Station scope included demolition of redundant station elements, platform excavation, removal of classified materials and management of both general solid waste and restricted waste.
Working within an active major infrastructure programme meant each activity had to be carefully sequenced and coordinated with surrounding construction, rail systems and station upgrade activities.
The team progressively cleared and prepared work fronts, allowing subsequent civil, structural and station construction packages to proceed.
Hazardous Materials Management
One of the defining aspects of the project was the presence of hazardous and legacy materials throughout sections of the corridor.
Working within older railway infrastructure required demolition methodologies to account for materials and coatings that could present significant risks if disturbed without appropriate controls.
Perfect Contracting’s scope included the management of:
- Lead-based paint
- Lead dust contamination
- Asbestos-containing materials
- Contaminated station elements
- Restricted waste streams
- Hazardous coatings on structural steel
Rather than treating hazardous materials management as a separate activity, controls were incorporated directly into demolition planning and sequencing.
Controlled work zones were established where required, supported by appropriate worker protection, decontamination procedures, dust management and waste segregation processes.
Waste streams were classified and managed through appropriate disposal pathways, while completed areas were progressively cleared and handed over for subsequent works.
This integrated demolition and remediation capability was particularly valuable on a project involving ageing infrastructure, where hazardous materials could directly influence how structures were accessed, dismantled and removed.
Laser Cleaning of Lead-Painted Structural Steel
A specialist methodology adopted during the project involved laser cleaning of lead-painted structural steel.
Where existing structural elements were required to remain, conventional removal methods were not always the most suitable solution.
Laser cleaning provided a controlled method for removing lead-based coatings while limiting unnecessary impact on the underlying steel substrate.
The methodology provided several advantages, including:
- Precise removal of lead-based coatings
- Reduced impact on retained structural steel
- Improved control during detailed remediation
- Reduced secondary waste compared with some abrasive techniques
- Improved management of contamination risks
- Greater control around sensitive retained assets
The use of laser cleaning demonstrates Perfect Contracting’s ability to select specialist technologies based on the requirements and risks of the individual work area rather than relying on a single demolition or remediation methodology.
Rail Possession Works
A significant component of the project was delivered during scheduled rail possessions.
Possession works require detailed preparation because access windows are limited and work areas must be safely returned at the completion of the possession period.
Before each possession, labour, plant, equipment, materials and methodologies had to be coordinated so that crews could begin work efficiently once access was provided.
Perfect Contracting supported possession activities including demolition, remediation, scaffold installation and material removal within controlled rail access zones.
Scaffold structures were also installed over rail infrastructure where required to provide safe access for specialist works.
At the completion of each work window, areas were cleaned, made safe and handed back in coordination with the wider project team.
The successful delivery of possession works demonstrates Perfect Contracting’s ability to operate effectively under strict programme constraints where delays can have consequences beyond an individual demolition package.
Compact Plant and Controlled Demolition
Station environments required a flexible approach to plant and equipment.
Rather than relying on large demolition machinery, Perfect Contracting selected equipment according to available access, structural conditions, retained assets and the individual demolition methodology.
Equipment and methodologies used throughout the project included:
- Compact excavators
- Specialist demolition attachments
- Small demolition plant
- Scaffold access systems
- Laser cleaning equipment
- Dust and contamination controls
- Waste handling equipment
- Manual demolition techniques
Compact machinery and specialist attachments allowed the team to undertake controlled demolition in areas where space was limited or surrounding infrastructure had to remain protected.
In particularly restricted areas, mechanical demolition was supplemented by manual methods to maintain precision and minimise unnecessary disturbance.
This ability to match plant and methodology to the specific risk profile of each work front was fundamental to successful delivery.
Multi-Site Project Coordination
Delivering a single complex demolition package can require significant coordination. Delivering across approximately 10 station environments over 18 months required a substantially greater level of operational control.
Perfect Contracting coordinated labour, supervision, plant, hazardous materials procedures, waste movements and possession planning across multiple locations while responding to changing requirements from the broader Sydney Metro programme.
Experienced site leadership and communication with the John Holland Laing O’Rourke Joint Venture were essential.
The project demonstrates Perfect Contracting’s capacity to operate as part of a Tier 1 infrastructure delivery environment, supporting multiple work fronts while maintaining consistent standards across safety, programme and quality.
