Blacktown Hospital Redevelopment, NSW

Blacktown Hospital Strip Out Project

Project Details

Location

Blacktown, NSW

Client

ICON

Duration

10 Weeks

Perfect Contracting was engaged by ICON to deliver a staged internal strip out and demolition package as part of ongoing redevelopment works within the Blacktown Hospital campus.

As one of Western Sydney’s key healthcare facilities, Blacktown Hospital continues to undergo significant expansion and modernisation to support the region’s growing population. The broader redevelopment program includes expanded clinical facilities, additional inpatient capacity, upgraded infrastructure, and enhanced healthcare services designed to meet future community demand.

Working within a fully operational hospital environment, Perfect Contracting was responsible for delivering carefully staged strip out works over a 10-week period while maintaining strict safety, infection control, and environmental management standards.

Due to the sensitive nature of the healthcare environment, specific operational areas cannot be disclosed. However, the project required demolition activities to be undertaken alongside active hospital operations, where patient care, staff movements, public access, cleanliness, and operational continuity remained the highest priorities throughout delivery.

The project was completed safely, on programme, and without disruption to hospital operations.

The Challenge

Healthcare facilities are among the most demanding environments in which demolition and strip out works can be undertaken.

Unlike a vacant commercial building, Blacktown Hospital remained fully operational throughout the project, requiring demolition activities to be carefully coordinated around hospital staff, patients, visitors, contractors, and essential healthcare services.

The project demanded an approach focused on precision, planning, and risk management rather than conventional demolition methods.

Key challenges included:

  • Working within an active hospital environment.
  • Maintaining uninterrupted patient care.
  • Meeting strict infection control requirements.
  • Managing dust, noise, and vibration impacts.
  • Coordinating material movements through operational areas.
  • Delivering staged access and progressive handovers.
  • Maintaining exceptional housekeeping standards.
  • Collaborating with hospital stakeholders and the principal contractor.
  • Protecting staff, patients, and visitors at all times.

Every activity was planned with operational continuity and patient safety as the primary consideration.

Staged Delivery Methodology

Perfect Contracting developed a carefully sequenced demolition methodology designed to allow works to progress while maintaining normal hospital operations.

Each work area was isolated, secured, demolished, and progressively handed over in accordance with the construction programme established by ICON.

This staged approach ensured:

  • Controlled access to work areas.
  • Safe separation between hospital operations and construction activities.
  • Minimal disruption to clinical services.
  • Efficient project progression.
  • Ongoing operational functionality throughout the facility.

By treating the project as a healthcare infrastructure project rather than a conventional strip out, the team was able to maintain the high standards of cleanliness, communication, and safety required within a live hospital environment.

Innovative Material Handling Solutions

A key component of the project’s success was the implementation of electric dumpers for material handling and waste removal throughout the hospital environment.

Traditional diesel-powered equipment presented challenges relating to emissions, noise, and operational impacts within sensitive healthcare areas.

To overcome these constraints, Perfect Contracting utilised electric-powered equipment to support demolition activities and material movements.

Benefits included:

  • Elimination of exhaust emissions within internal environments.
  • Reduced operational noise levels.
  • Improved manoeuvrability within confined work areas.
  • Enhanced safety around hospital users and staff.
  • Cleaner and more environmentally responsible operations.

The use of electric equipment aligned with the project’s objective of maintaining a low-impact construction environment while supporting hospital operations.

Dust Control and Environmental Management

Effective dust control was critical to project success.

Within healthcare environments, airborne dust migration can present significant operational and environmental risks, making containment and cleanliness essential components of project delivery.

Perfect Contracting implemented comprehensive dust management measures including:

  • Full work zone isolation.
  • Controlled demolition sequencing.
  • Progressive waste removal.
  • Continuous cleaning and housekeeping.
  • Dust suppression measures.
  • Sealed work areas.
  • Daily environmental inspections.
  • Ongoing monitoring and compliance checks.

Through disciplined implementation of these controls, the project achieved:

Zero Dust Migration
Zero Environmental Incidents
Zero Safety Incidents
Zero Disruption to Hospital Operations

Maintaining these outcomes throughout a live healthcare environment highlights the effectiveness of the planning, supervision, and project controls implemented by the team.

Collaboration and Stakeholder Management

Successful delivery required close collaboration between Perfect Contracting, ICON, hospital representatives, and project stakeholders.

Daily planning meetings, regular communication, and proactive coordination ensured demolition activities remained aligned with both project objectives and hospital operational requirements.

This collaborative approach enabled the project team to manage evolving site conditions while maintaining programme certainty and operational continuity.

Following completion of the works, Perfect Contracting received formal recognition from the client team for its professionalism, safety performance, communication, and overall quality of delivery.

The feedback reflected the team’s commitment to disciplined execution, proactive planning, and maintaining exceptional standards within a highly sensitive operating environment.
