Why the work is happening

Clearing the way for Picton’s next civic chapter

The existing administration building has reached the end of its service life. This demolition package prepares the land for later components of the approved Wollondilly Community, Cultural and Civic Precinct, including the future library and public realm, subject to Council’s staging.

Approved planning context: DA/2023/674/1 covers demolition of existing buildings and the broader precinct development, including a public administration building, public library and public plaza. The planning panel approved the DA on 13 March 2024.

Our job is to remove the old building safely, minimise disruption in a busy town-centre setting and leave a stable, cleared site ready for Council’s next stage.

Seven controlled stages

The tender methodology proposes a nine-week delivery window. Durations below are indicative and will be reset against the final contract, approvals, verified services and Council’s operational requirements.

Traffic and public access

Every movement planned inside the fence first

The final Construction Traffic Management Plan must be approved before work starts. The arrangements shown here are the tender proposal and do not replace Council, Traffic Committee or Transport for NSW approvals.

Vehicles load inside the site

No routine loading from Menangle Street. Trucks are called forward only when a loading position is available.

Forward entry and exit

Vehicle paths are designed so trucks leave forwards. Traffic control is used where an approved movement requires it.

Proposed eastern route first

Most tendered movements use the eastern car park and connect toward Corbett Lane and Colden Street, subject to CTMP approval.

Material changes to parking, pedestrian routes, hoarding or one-off crane activity are published before the change takes effect.

Truck sequencing and noisy work are coordinated with nearby Council facilities and the Performing Arts Centre programme.

Protection designed around the site

The building is close to Menangle Street, the Performing Arts Centre, Shire Hall, library services, children’s services and a heritage camphor laurel. The methodology is built around those interfaces.

Solid Menangle Street hoarding and scaffold with mesh, shade cloth and acoustic screening on sensitive boundaries.

Water cart, misting cannons and local suppression at the demolition face, supported by daily inspections.

Work sequencing around performances, boundary screening and vibration monitoring near sensitive structures.

Destructive survey, licensed removal, air monitoring where required and clearance before structural demolition begins.

Tree protection

The heritage camphor laurel protection zone is established first, kept clear and removed last.

What the community is likely to ask

Why is the Frank McKay Administration Building being demolished?

The building is at the end of its service life. Its removal prepares the site for later precinct works, including the future library and public realm, under Council’s approved staging.

Will Menangle Street and the footpath stay open?

The tender methodology is designed to keep normal street and footpath activity operating wherever approved and safe. Any temporary change must follow the approved traffic plan and will be notified in advance.

How will dust, noise and vibration be managed?

Controls include scaffold screening, water suppression, acoustic measures, daily inspection and vibration monitoring at sensitive interfaces. Noisy work is coordinated with nearby Council facilities and performances.

What happens if more asbestos or another hazardous material is found?

Work stops in the affected area, the material is assessed and classified, controls are updated, licensed removal is completed and clearance is obtained before structural work resumes.

How often will this page change?

At least once each week, with extra Council-approved notices before material traffic, pedestrian, hoarding or other public-impact changes.

Does this page replace Council notices?

No. Council notices, the development consent, approved traffic plans and directions from authorised agencies remain the authoritative sources.
